I currently have an older Sigma 70-210mm F2.8 zoom I use for taking pics of horses jumping with my Canon 400D

I have the chance of getting a newer Sigma 70-200mm F2.8 HSM zoom. Should I notice the difference between the two lenses and is it worth me getting the newer lens?

Of course, in the longer term I would ideally like a Canon F2.8 zoom but cannot stretch to that at the moment. I find I need F2.8 sometimes so the F4 is really out of the running.

The difference between 200mm and 210mm is going to be very small - nowhere near as dramatic as 10-20mm, for example.

The new one will probably have better optics, but if someone wishes to correct me then don't hesitate!
It will definitely have faster and quieter auto-focus, thanks to the HSM part. It's same sort of system as Canon's USM (HyperSonic Motor / UltraSonic Motor)

my main concern is if i will see a difference in the quality of the optics?

Possibly. I've not used either of the lenses so can't comment on the performance, but I would expect the 70-200 HSM to be an improvement. It will probably control chromatic aberrations better, for a start. See if you can dig out some properly technical reviews with test shots!
