I think it was only the "over the air" updates that only fix what's wrong. I don't remember steve saying that it was an update through itunes that did that. Seems like the itunes update still downloads the full iOS.

It's 55mb if done directly on an iPhone. Just did mine was so quick and painless. Which is a first for a iPhone update.

May be in case you need to do a full restore of the (i)OS or have multiple devices to do and 1 or more is on say ios 4

Settings>general>software update from the device itself will do a 'patch' update

Plugging into iTunes will do a full iOS download which is around 700mb
