SOMETHING STUPID?

Well, at the risk of making myself sound stupid, i am going to ask this anyway, for instance Nikon 16-85 lens set at 16mm am i going to get the same angle of view as sigma 10-20mm set at 16mm or is there something different in the make up of a wide angle lens?

You will get the same angle of view at the same focal lengths so yes you are correct

The rule will change with lenses designed as 'fisheye' where the angle of view won't be the same at the same focal lengths. Non fisheye lenses are 'rectilinear'.
