Sorting and renaming images - what free software?

Query can relate either to a Windows 11 laptop or to a Chromebook. Let's say I have a folder containing 10 images. I need to be able to open that folder, drag and drop the images into a custom order, select all, then have the software rename the files sequentially in that chosen order. Is there anything free out there that will do that?

What you describe, though not/no longer free version is Breeze browser or Download Pro. It seems the original UK based developer has sold the 'business' now.

IIRC Downloader Pro was especially designed to rename/collate/annotate etc image files based on custom settings.

I cannot think of anything else, especially free?
 
Thank you! Shame BB is no longer free, but I hope to be able to do the necessary with the free trial. It would still be nice to find a free alternative ...
