yup as first check, especially cheap and nasty cables (i know its digital but still flimsey cables are evil) and newly introduced sources of interferrance.
Mines did this the other day after playing bf3, I thought it would be the cards as there old. I just reinstalled my drivers and worked for me. Id try that first, no harm if it doesn't work, just one item to check off the list
Had horizontal lines when playing videos and occasional loss of sync to the monitors. New graphics card sorted it, but I'd agree with others - cheapest item first....
When checked voltage rails seem fine on psu, but of course transitory events are undetectable unless it happens when you test!!!
Still need to update gfx to play BF3 so perhaps I'll just do that
