In theory, yes. In practise, no.
They are not good on short focal lengths, and they often won't physically fit.
They work best on long focal length lenses of at least 100mm and preferably 200mm- plus. And you need both a high quality converter/extender and a very high quality mother lens to start with.
Remember that you lose one stop with a 1.4x and two stops with a 2x, which often means that you lose autofocus when the lowest f/number then rises above f/5.6.

TCs are best suited for lenses with a max aperture of f/2.8 and greater and focal lengths (iirc) greater than 50mm.
If you're thinking of putting one on something like, say the Nikon 70-300 VR, yes you can add a tc (iirc the Kenko and Sigma ones fit) but unless you're shooting at really high ISO (say 1600+) in bright sunlight it's a waste of time.
You'll also, as Hoppy says, more than likely lose autofocus and the viewfinder will be almost pitch dark.
