The DPR review on the 500d suggests using decent glass to get the best out of it, I want to use 250-300mm as a max telephoto but would like reccomendations outside of the cost of `L`glass, also, Is the kit lens up to scratch?

For best quality primes are good pick. Try 300mm f/4 lens, the older non-IS on ebay may be just about affordable. Otherwise 70-200mm f/4 is an excellent shorter lens (70-210mm f/3.5-4.5 USM was reasonably close for a fraction of price).
WRT your kit lens, try a decent 85mm f/1.8 or 50mm copy - that would tell you what the camera is capable of. The only questions is - what are your expectations and needs?

I used to have the 300d and the kit lens on that had a poor reputation quality wise, I am hopeing the IS kit 18-55 is a better performing lens, I also like the 200-300 range on a telephoto, I took a bridge camera to Thailand (gibbons,Elephants and orchids) and plan to re-visit with the 500d.Thanks for your input.

If you want something cheap get a 75-300mm or as mentioned a 70-300mm IS. If you want a L get a 70-200mm f4 as you get them for around £400 second hand and I have only seen good results from them.

What is your budget?

No budget really, I am trying to find out what minimum cost would apply to avoid compromising quality that would otherwise be lost when using the 500D.

In that case get the Canon 1200mm f5.6, handhold-able and relatively cheap..

If I was you I would got to your local camera shop and have a play to see what you like.

The 55-250 IS or if budget will allow the 70-300 IS are both great lenses and well worth getting, the next stage is the L series which is substantially more for the plus 200 range.
