Just realised - there's an unintentional clue in the picture post.
 
Maybe 'Handheld' is the clue. I'm trying to figure out how come it took 4s to get the exposure. It must have been very dark.
Is it a toy of some kind?

Yup, it's an electrically extending (and retracting) tape measure.
Yes, Duncan, the 4s exposure was because it was dark. I suppose it could be seen as a toy but it does extend out to over 7' before kinking. Good for playing with the cat too, although I'm careful not to whiz it in when she's grabbed it!

ETA... Now, I'm on the right machine so can add a shot of the whole thing!

Looks like fairly old, patinated leather - maybe a car seat?
 
Looks to have a curve on it, maybe a steering wheel.

From my trip to a place called the living rainforest. Think it was a Canon day out since we had back room access and they'd fetch animals for us to take photos, fun times. :)
