Will this flash be okay to be used with the Tokina or will the Tokina be too wide? Little confused when it comes to stuff like this! Will be using it for nightclub photography.
 
If you flip down the diffuser then it's good for 14mm on a full frame camera so should be fine down to around 10mm on a crop. You can get additional diffusers which push on the front which might be a good idea.

Cool, would two of these (link) be able to slot onto each other to dim it down a bit?

I expect only one will fit but the flash will detect the subject distance and the flash angle and adjust its output power. If it is still a little too bright you can adjust the flash exposure compensation on the camera and it will send the info to the flash.
 
The 430EXII works fine with my 10-22mm at the wide end, so should also be okay with an 11-16. Just make sure that you "bounce the flash" wherever possible for best results. You can also use a Sto-fen omni bounce attachment for the 430 to help soften and spread the light.
