I don't really understand why Tokina make these two lenses? They are both DX format only the 11-16 has a 2.8 aperture the 12-24 is f4; although for landscape and wide angle i don't think it really matters to me that much.

They both seem to be priced similarly as well. Any ideas?

Uncle Ken LOVES the 11-16. If you haven't got the budget for the Nikon 12-24, he says the Tokina 11-16 is the answer. No questions. But he does love his wideangles.

I'm also wondering what product to go for in the UWA bracket

I went for the wider range of the 12-24 , it’s also a bit cheeper. If you are photographing people the 11-16 2.8 is probably a better bet but if you are shooting buildings and landscapes you will probably be using f5.6 or higher to get the DoF.

The 12-24 is very sharp although it suffers a from poor CA’s these are easy to fix but it can be a pain if you have hundreds of images to correct. Although the 11-16 is equally poor in this respect.
Most of the Architecture on my flickr site was shoot with the Tokina 12-24 to give you an idea of the sharpness.
