I want to create an image with a transparent background so I can overlay it onto another background. If I create it in PS, it puts a white background in when I save it as jpeg. Is there any way to keep the background transparent?
I didn't thing jpeg supported transparency (an alpha layer). What do you want to lay it over, can that be imported into photoshop? Otherwise png format certainly does, and is commonly used on the web, but isn't ideal for photos.

It's a GIF, but you need to be careful which colour palette you assign to the output or it wont accept transparency; Windows and Mac OS wont for example.
PNG is usually the safest way of ensuring that you get the result that you want.
