Wondering if anyone had used this type of sleeve when photographing in water ? https://amzn.eu/d/0fPtfQPo

Initially looks like it might prevent the need for a tripod clean after immersing in salt water but then how fiddly is it to adjust the leg locks with it in place. Also how durable are they like to be

If you are going to do it often.....then AFAIK you should look at Inverted Leg Tripods various makes available for money to suit different pockets ( FWIW I don't have such a design but do remember stripping my Manfrotto that I used out on the sandbar at Donna Nook.....it took repeated washes to stop the scrapping noises from the legs!) from the windblown seaspray & damp sand!!!

They are not at all durable. You can reinforce the bottom with a duct tape covering and they'll last a bit longer. They are also a bit of a hassle to work with/around sometimes... e.g. if you want to extend a leg/lock beyond the tie point.

If you want to use a tripod in the water frequently it may be worth while considering a Benbo tripod. I have both a heavy duty model and a monopod.
