Unfortunate Connotations?

Last Saturday I went to Corby Town Centre for the Corby Mardi Gras 2019.

One of the things being shown in Corby Central Park was a large number of paper sculptures like this:
I was quite pleased how they all turned out until I saw this one:
Is it just me or does it seem to have rather unfortunate connotations and what is it actually meant to be?
 
That looks like it is a representation of Arum maculatum, otherwise known as Lords and Ladies, CuckooPint, Arum Lilly and many other common names which vary according to your location in the UK. (A lot of the names do have unfortunate connotations ;))
 
Looks to me like a male organ (stamen) in the middle of a flower. OTOH the sculpture of the cat with a rattle waving the traffic on looks a bit odd. ;)
 
I suppose working with paper and wire does have its artistic limitations .....
