Velbon Super Mag Macro Focussing Rail...Anyone?

I'm considering one of these, but find the attachment description confusing.

The blurb says....
MF-screw driver is attached to detach the bottom screw adapter. After detaching the adapter screw, it allowes installing a 3/8 inch screw.

What does this mean?

Can the two halves (fore & aft and sideways) be seperated?

Will it (they) fit on to a normal 1/4" tripod thread.

Apparently they can be separated but I can't work out how. I bought mine on here but it didn't come with a screwdriver.

It doesn't fit onto my Manfrotto tripod which is 3/8 but would you want to put it directly onto a tripod?

I fit it onto my Acratech ball head using an Arca Swiss type plate that screws onto it quite nicely.I don't know if a manfrotto plate would screw in as I don't use that system any more.
