Very slow downloading pictures

IMO, it's more likely to be a dodgy cable.
When you say it's faster on a friends PC, is that with your reader and cable, or theirs?
A good(ish) test is to put a set amount of data on the card and time how long it takes to download, try the same on the other computer, and try the other reader (your friends) on your computer.
It could also be (but unlikely with Vista I would think) that your USB ports are not set up correctly.

how old is your PC, are you using a USB 1.1 port?
on vista - control panel (classic view), device manager, change view to "devices by connection", then follow down through the tree from the PC and expand until you find a bank of USB hubs and expand them out to see whats plugged in. Hopefully there will be some called something like USB2.0 or fast or enhanced, or if its a slow one 1.0/1.1 and you'll see where your card reader connected (if it is plugged in). The naming is a bit hit and miss but the hub properties can also list out the bandwidth being used (mine show bandwidth under the advanced tab on the USB root hub properties and on the controller properties).
also are you sharing the USB host controller with another device? There are often 2 USB ports fitted to a PC on each hub (host) controller that have to share the USB maximum bandwidth. You'll see that on the device tree too, saving images to a USB hard drive on the same controller that you're using to read the card could slow things down.
the other factor is possibly have you got device settings on the PC for data security instead of speed. WRITE operations should be affected by this, but maybe read too? Vista can make USB speed setting suggestions, the downside of fast is you have to be careful to tell the PC before you physically disconnect

Check your motherboard manual. Mine has USB at the front and USB2 at the back. Bit annoying actually.
A full 4gb CF card takes me about 8 mins to empty. The front USB2 ports on my pc sometimes drop down to USB for some reason. In this case the download time jumps to something like 50 mins, so I unplug and re-insert and usually all is well. Maybe these times will help you decide what you're getting.
