It would help if you gave a bit more information - where you are, or where you want to be, for instance, or when. There's no point in suggesting some where on the south coast if you're in scotland!
 
Wow - open ending question if ever I've seen one! Welcome to the forum, and I hope you find some useful information here. If you're going to ask about the "best" anything you need to be very specific if you're going to get good info from people.

Do you mean:
  • Most profitable for events work
  • Best for a commercial advertising shoot afloat
  • Best access to boats and facilities
  • Creates the best images
  • Most reliable weather / waves
  • Nicest and friendliest people to shoot
  • etc

What sort of things are you proposing you are going to be shooting, and why?
 
I do a lot of work down at Cardiff International White Water, they have a great play wave you can pitch up about 1.5m away. When the sun is out it makes for a great location :)
