Silk spinning caterpillars nest building would be my guess. They'd need to work as a collective to produce enough silk. HTH

Aren't they Ermine moth caterpillars. Someone posted a pic a couple of weeks ago of a tree that been covered in their webby thing so badly his council cut it down!
