What is Going on Here?

Saw this white ball of fluff flying across the garden and land on a leaf. The fly was tiny, and I'm guessing it has been infected by some kind of parasite or fungus? If anyone has any idea what is actually going on with this fly I'd love to know! Also got a bonus damsel I found, don't often see these in my garden!

Could it be a Wooly Aphid? Very odd either way.
