As with all photography, it depends on what you are aiming to achieve.
A passport picture or a police record are aiming for as neutral an image as possible. A picture for an actor's portfolio is intended to make the subject look as attractive (in terms of suitability for a role) as possible. A picture for a magazine or newspaper article is there to make the subject as representative of the article as possible.
So first of all, define your picture's purpose and then you can zero in on what it should look like...
