Note: This is a collection of the best otter pictures I can find on the intarwebs. I do give attribution below each photo, but if you are the photographer and would rather I didn't post your image, just drop me a line (email is best) and I will happily remove it.

tumblr is a free image/text blogging website, where people can blog and 'reblog' posts from others that they like. Users can 'follow' other blogs, which all appear on their dashboard, like a facebook news feed but of posts by the blogs that they follow.
Someone liked your picture, and credited it, and is happy to remove it if you want, rather than some big corporation using it to advertise, fear not

just follow the link he/she has provided and ask him to remove it.
He/she has probably just gone onto flickr and typed in otters and embedded a couple into his/her site.

Ok I see you point, but THEY are happy to remove it if I don't want it there? How about asking to put it there in the first place? That's what I'm miffed about! It doesn't take five minutes to send me a message saying they'd like to blog my picture!

It's aways going to happen unfortunately. The only thing you can do is put a big watermark on the image or not have it online at all. Otherwise just sit back and try not to worry too much
And at least they only put it on display (credited it sounds like) on their website. I recently found someone had entered one of my photos in to a competition
