What would you have?

24-105 for walk about....I have had both and the extra reach was a godsend but I dont do the walkabout too much. so I now use the 24-70 2.8....check to make sure you get a sharp copy as there are rumors around that there are non too sharp version around...
 
It's really down to personal preference - the extra reach and IS of the 24-105 versus the extra stop of the 24-70. I use a 24-70 on my 7D whilst a friend uses a 24-105 on his and we're both more than happy with them :)
 
on a crop I couldn't use either as a walk around a wide end of 38.4 would be to limiting for my pfeference but then I always find my self Wishing my Sigma 17-70mm was wider and not longer!

If I was planning to spend that much money I would pick up a second hand Canon 17-55mm f2.8 and sell it should I upgrade. The lens wll hold it's value really well and would in my opinion be more usefull in the here and now.

You second question is simple for me on full frame a 24-70mm F2.8 and a 70-200mm f2.8 cover all the range i need most of the time and offers great flexibility in low light etc. On a crop it's slightly harder but I'd probably just swap the 24-70 for the 17-55.
 
Get the EFS 17-55 IS USM and worry about FF when/if you get there!

If you do go FF you'll sell it on very easily as used 17-55's disappear of the market very quickly!

The EFS 17-55 is one reason NOT to go to FF!
 
On crop either the 17-55 IS, 15-85 IS (if you don't need the speed - the IS is very good) or Tamron 17-50 non VC are the recommended ones. Buy any of these and you will sell them very easily if you move completely to FF.

Personally, I think 24mm is too long on crop, but I tend to shoot wide. We have the 15-85 IS on the 7D and the 15-24mm is probably the most often used. 85mm is the next most often used length.

If you only have 2 lenses. On crop: one of the 3 above + 70-200 L (which ever you can afford with your budget). On FF my choice would be 17-40L and 24-105L if f4 is OK for you....
