That's true for many, but not all. My Tamron SP 90 is typical of 'proper' macro lenses as it does indeed offer 1:1 capability

For many lenses though, macro has been high-jacked as a means of saying 'close focus'
 
I've bought a Sigma 24-70mm f2.8 throughout Macro, don't think that counts as 1:1?
 
Sigma say....

"The lens has a minimum focusing distance of 40cm (15.7 inches) at all focal lengths and is capable of macro photography with a maximum magnification ratio of 1:3.8"

Personally - I think calling 1:3.8 macro is false advertising.
 
I've got the Sigma 17-70 which is described as macro, it will however focus right up to the glass at 70mm. Not a true macro lens but it gives ok results.
