So the choice is between horrible and poor. Forget about TC with them - they are already bad enough (i.e. waste of money)
You should really look for 70-200mm f/4L or 55-250mm IS if there is no cash to spend.
I would seriously avoid buying either of those, instead look for a 70-200mm f/4 L or if you need the extra length try a 70-300mm IS USM. Both are cracking lens and can be picked up second hand easily.

Tamron 70-300mm f4-5.6 Di LD Macro Lens
will they both auto focus on my 500d, will they work with a kenko teleconverter, will it keep autofocus with the tc.
Depends what you mean by "cheap". No "L" lens is cheap, even used; even on ebay. The 55-250mm is great value and good quality
