Both lenses aren't ideal, but it depends on your expectations of what you want to achieve. Both lenses have there yes camp and no camp. Sort of lenses that try to do everything, but don't really achieve it. If I was going for a walkaround general zoom, then I would go for the 70-200mm f4, light, 10x better optics than either of these, fast focusing, lightweight and a real gem of a lens, a step down is the 70-300mm f4-5.6 IS USM which is also a good contender.
For Macro, yes the tamron has a more usable 49cm minimum focal distance, but personally I would rather go for a dedicated macro lens rather than something that is a wolf in sheep's clothing if you understand what I mean.
At the end of the day, the canon is the slightly faster lens (which will make a difference), the tamron has that slightly extra reach. Both will give you good results when the conditions (light) are right and budget is the main driving factor.
