Windows picture viewer problem?

I use windows default picture viewer for looking at shots, this week the bottom tool bar (with rotate and zoom etc) has vanished totally. I tried right clicking but theres no obvious options to get it back, where did it go???
 
Something very odd going on here, I tried everything to get the tool bar back with no sucess, however when I opened another folder of images (on a different drive) it come back with those and works fine. After closing those images it's stayed back to normal.
Where the hell did it go?, do the toolbars just pack up and go on bloody holiday or something? I'm glad it's back but I am concerned somethings wrong somewhere for it to happen in the first place.
 
It's gone again today, tried opening different folders etc not coming back so far, this is driving me potty.
