After processing an image in Photoshop and sending to the web (various sites) the colours look just the same on the web as in PS. But when I view the images with the widows picture viewer on the pc they are way out and in general over-saturated. Is there a way of colour managing the windows viewer?

Have you considered using another viewer?

IrfanView is pretty lightweight in terms of memory overheads and size, and is a really good reviewing and basic editing programme. You can also apply colour management to it.

The bonus is that it's free! :D
 
The short answer is no. Windows has it's own ghastly colour space.
