The 28-300 is designed for FX cameras, so the extra cost will be the better glass I imagine, as the glass needs to be good throughout the whole frame, where as something the like 55-300 will be softer at the edges as on a DX camera that bit isnt used. The 28-300 also has a slightly wider aperture at the wide end. If you can afford it, go for it, but the 55-300 will do what you want it too, althougn may not be as sharp as the 28-300. Pretty big price diference, but if you can justify it then...
 
You can still use FX glass though.
 
Are you considering the Nikon 70-300 VR at all. I'm not sure how it compares to the 28-300 (other than that it is substantially cheaper) but reviews for it tend to be better than the 55-300.
