Best FREE editing software? (windows)

Hi all,

I've been asked by a friend what the best photo editing software is?
They are currently using Picasa i think.

I've only ever used photoshop, but they want something free. Something better than Picasa

Could anyone recommend anything?

for windows & for free i'd say Gimp :thumbs:

i did find a free download of a full copy of Corel Paint Shop Pro intended for buyers of a certain model of Lexar somethingorother but i think its dead now :shrug:
i'll go & have a look

also i've installed a couple of free Mac ones but i've not tried them yet as i'm still monitorless as far as that goes :shake:
