Camera movement conundrom

Following a discussion over in the UK business forum and thought maybe some one here could come up with a possible explanation for the camera movement discussed in the following thread.

I was intrigued by the fact that some experienced videographers have stated that this is a common occurrence when using IS or VR..

I've never used IS or VR myself but I thought this was more likely to cause vibration or camera movement only when starting up.

The camera moves when the car goes past, so my guess would be it IS something to do with image stabilisation.

As for the noise... it sounds like someone singing/shouting in a distant room, or outside. Were the people who shot the footage not all outside having a BBQ?
