This is actually a building just on the outskirts of the cathedral itself, not quit sure of it's purpose actually but it doesnt really matter. Enjoy.

First - thats the (some think horrible) modern bell tower.

Second - Interesting effect you applied - looks like a badly developed/fixed print.

Finally - to make the picture show - in Flickr - go to the picture you want to share and press the Share button - Choose the Grab the HTML/BBCode option and make sure the BBCode option is selected. Copy the code and paste into your message. If you have a selection of sizes choose one that does NOT exceed 1024 pixels in the largest dimension.

Got to say that I love Chester as a city but as a photograph, i don't like that. Looks like a still taken from a creepy detective show like Whitechapel or Rebus.
