Is there any way to set a picture as desktop wallpaper in win7 and password protect it so as it cannot be changed?

Pretty sure you can't password protect a background, you would need to change the security settings to disallow other users access to change the settings, unfortunately that's where I fall down and can't be of any help...
 
You can assign the desktop picture in group policy.

Or create a start up script that sets the wallpaper overtime the computer is turned on. That way if it is changed it will automatically change back when the machine is restarted
 
Cheers Guy`s, looks like the nearest I can get is to disable somebody changing it, which in my case is good enough.
In the run command > gpedit.msc > user configuration > Administrative templates > Control Panel > Display > Personolization, and then choose from the list what you want disabled, double click to open it up and either enable or disable it.
