Did I Buy A Dodgy Polarizer?

... Apparently yes, I did. Just got my Kood Circular Polarizer from an established ebay shop, It was described as being new, and here it is.

I'm a complete noob with filters, and obviously it shouldn't be like this, but is there any way I can clean the filter? The thousands of little dots are resisting my lens cleaning fluid. It also came in unmarked packaging, which makes me all the more suspicious...

So, should I send this back?
