EU Cookie Laws

Should anyone building a new website for displaying photos either commercially for sale or just for viewing only now have to include the recently EU cookie laws which seem to be popping up on a lot of websites these days ?

Also does anyone know if the EU cookie law extends to forums like TP or any other hobbyist type forum?

It seems doing a search on the net for answers is frought with different answers, why is nothing ever simple for these eurocrats.

All sites should warn users. Currently only about 30% of the ones I visit do.

If you use Joomla, wordpress etc. there are plugins you can use.

However...
If you use Google analytics (and why wouldn't you?), your site uses cookies, there a a few other common plugins which require cookies too.
