Yes
I was looking at the exif on some photos and the aperture said f/0.0 it also had 0.00mm as the focal length is that a tilt and shift lens or something?

With Canon film cameras I used to have to set the aperture setting to f0.0 when using my manual 300mm f2.8 when I moved the aperture ring it would still meter and adjust the shutter speed :)

I get that all the time when using my Telescope. No electrical connections to the body...

The lens in question (my telescope) doesn't have any electrical connections, being fully manual, so the camera can't determine the focal length or focal ratio. My 450d flags that as 0mm and f/0.0 in the exif

Just means no info was given to the camera might have been an adaptor fitting with a old lens or digiscoping with a telescope..
