It depends on the scene really - in some instances a 0.3 won't be nearly enough, others the 0.6 will be too dark...
Don't know if they still do it but teamworkhpoto used to do a deal with 0.3/0.6/0.9 ND and GNDs and it was pretty cheap, might be worth waiting and saving a bit of cash, then you have the most flexibility.
The 0.3 can be useful to stack, I quite often stack filters.
I have the hard grad and you can pull them down on the adaptor and use them as full ND's.
Personally I would get the set.
I just took a punt on a graduated ND filter from 7dayshop was around £20 Not had chance to use it properly yet & have no experience of them, so can't offer any real advise, but appeared to do a reasonable job of a misty walk down the canal.
It depends if you're a fan of the massively over-graded look or not. I more often than not use a 0.3 or 0.6, with the 0.9 getting much less use. A combo 0.3 hard and 0.3 soft is often a useful combo as well
I must admit that I rarely use NDgrads but on the few occasions I have it's usually been either the 0.6 or 0.9
You'll not really get a definitive answer TBH - probably best to buy the set & see how you get on, Hitech aren't too expensive anyway and pretty decent for the money, better than Cokin
