How can I stop this happening.

Hi All

What I am doing is having a image open and selecting half of it copy and past it then this creat another layer. This new layer i then select and want to flip it but it appear flip both layer how do i just make it flip the layer I am working in?

With the layer you want to flip highlighted, go to EDIT>TRANSFORM>FLIP HORIZONTAL (or vertical)
