If this is of any help I currently use an earlier "2017 iPad Pro 12.9" with only 4gb of ram (waiting for the release of the new units with an OLED screen) and I run the free versions of PS & LR with ease. I also use "Affinity Photo" (iPad version) on it for a lot of my photo editing and it also has no problems with that programme whatsoever.
In addition to those programs I edit 4k video files and sound tracks using "Lumafusion" and once again it walks through this very quickly & easily.
So my answer to your question about running various programs with a much later more powerful iPad Pro is it will handle everything you want to do easily & efficiently.
