My own prejudice would be never to buy something like that through Ebay.
If I were going to do so, I'd start by looking at this Dell site to check the pricing and specifications...
...and I'd definitely pay on a credit card and nothing else

Like Andrew I initially saw the £1.553 price. Then I saw the full price
If they knocked £1.2 million off it might be worth considering but I'd still find the storage too small at only 0.5 or 1TB

Seems rather expensive for those specs. That processor isn't particularly fast either.
For an extra £163 you can get this rig which has a processor almost 3 times as powerful, liquid cooling, faster M.2 storage and a much cooler looking case.
Alternatively, there is this rig, also with a more powerful processor than that Ryzen 5 150, faster storage, faster 5070 graphics card and double the ram at 32GB for £1,699

I can't help like you're being a bit conservative with a 1.2 million pound budget.
I decided to spec up a Dell Pro Precision 9 T6 desktop for just £370,000 with some pretty decent specs:
- Xeon 698X (336MB cache, 86 cores)
- 2TB ram (£200,000 upgrade)
- 5xNvidia RTX PR0 6000 96GB's (£81,000 upgrade)
- 6TB SSD storage (only £7500 as well)
- No PowerDVD software included (it's so bad you actually save one pence if you choose this)
- Dual 25GbE card
- Dell Ultrasharp 52 monitor
- five year on site support with accidental damage protection

This should run a pretty decent local AI. Bargain.
