It probably all depends as to what you want to do.
Lightroom is a cataloging and image adjustment program. It's primarily aimed at the photographer who has a fairly large collection of images and needs to correct and adjust them quickly and efficiently. Lightroom works best with RAW images, although it will handle jpeg and tiff.
Photoshop is an image manipulation program. With ACR you can do virtually everything as far as image adjustment is concerned in Lightroom, but where LR does not allow image manipulation, Photoshop does.
So basically if you have a need to store a large quantity of images, and find them again, plus make overall adjustments ( and some local ones) then Lightroom is for you. If you have a small collection of images and have a requirement to manipulate the images, then opt for Photoshop.
However whilst Lightroom is a good program it does lack some of the flexibility of Photoshop, so the majority of Lightroom users also have some additional image manipulation program, i.e. Photoshop

Possibly. It all depends on what you want to do. Some photographers find that Elements is sufficient to work with Lightroom.
You can download a 30 day trial's from the Adobe web site, so you can try them all.
However before you go for Lightroom browse the web for some tutorials, there are a lot out there Try the NAPP web site. Also Adobe have some. Also look for some Adobe Photoshop and ACR ( Adobe Camera Raw) tutorials. ACR is the same engine as in Lightroom, but runs in Photoshop. Has some great tools so you may not both.

I use both, but only use photoshop for edits as that is what I am used to.. Lightroom is great though and it is very good for quick tweaks.

If you got both you'd be very poor!
Personally I just use Lightroom as I find I can do all the manipulation I want without having to drop £500 for Photoshop. All the image management etc is very useful too.
