Not sure you can, I've never seen one that can anyway, it's always as a slideshow.
Maybe if you could create a slideshow with each photo as its own chapter you could skip between them but they would still play as a slideshow. I've tried putting photos on to a DVD and playing them but our dvd is a cheapy one so doesn't do it, but the 360 does.
