Matt or shiny screen best for editing?

It depends if your screen is in a position that can reflect light. If it is and this bothers you go Matt, if not then you could consider glossy. You may also want to check the type of panel TN or SIPS. SIPS has better viewing angle and colour accuracy but is more expensive. Either way once you get it make sure it is calibrated with either a Huey or a Spyder.

If you want to see how annoying a gloss screen can be, nip into the Apple shop in the Trafford center and see if you could live with the reflections.
I've a couple of laptops ( a PC and a Mac) with glossy screens and it's not a real problem as you can generally position them to eliminate reflections. A 24" is a different matter all together.
Personally I use matt 24" monitor and prefer it when working in either Lightroom or Photoshop.
Also If you don't already own a calibration device I would encourage you to include it in the purchase options with the monitor, especially if you are planning on buying a 24" monitor.

I chose matt when I was looking for a laptop as a graphic pro. I was told that the colours could not be properly calibrated on a gloss screen.
It boils down to what you want it for. If you just want to see your own photos on the monitor, they are sure to look lovely in gloss. However, if you share them with others with matt screens, they might not look so good and you wouldn't necessarily know.
