Mobile phone as modem

Sorry if it's not appropriate to post this in here but I reckoned I'd have more luck here than in a general use forum. I'm actually more press than sports but again, I reckoned this would be where the knowledge was. If I'm making a very obvious or amateur mistake please forgive me, I'm only new to all this stuff.

I have a Nokia X6 which I connect to my laptop via usb cable and use as a modem.
When I open up the OVI suite and go into 'tools' and select 'connect to internet' the OVI suite window says I'm connected to the internet with a connection speed of around 460kbps.
When I try to FTP files through Photomechanic however the transfer rate reported is much lower.
Like today I was inside a coffeeshop and was getting 2kbps, went outside, no better, walked towards college, went up to about 20kbps then dropped again. Got in a lift in college, went upto about 40kbps then dropped, sitting in a classroom on the 13th floor went up slightly and sat steadily around 10kbps.
Phone had good reception all the time other than when in the lift which is usually a dead spot if your on a call but transfer rate actually went up!

Anyone that uses a mobile as a modem to transfer images got any idea what I'm doing wrong?

Using a mobile as a modem is the usual way if no wired or wifi connection available right?
 
Ok, sounds like what I'm experiencing is pretty normal then?
I was just worried that I was doing something wrong and there'd be other togs doing it right getting images away well in advance of mine.
