Much difference between a lens and IS?

Out of interest, is there much difference between the canon 18-55 and the 18-55 IS version? Or is the non-is still classed as a good starter lens?

Cheers mate, stop it down meaning with a tripod or?
 
I mean don't shoot at maximum aperture like f4.5, stop the aperture down to f8 or so or else the image quality isn't so good. If you are a beginner and will be shooting in full Auto mode, just get the cheaper the lens for the time being (if there's a big difference in price).

Ahh fair enough, thanks, i have a lot to learn...
 
I love the IS but don't like the lens at all, quite soft, I think. I'm saving my money for a good upgrade.
