nikon 1.7 converter problem..

this converter for some reason , is not opening the lens aperture?..when on lens (nikon f4 300mm ) any ideas...looked at the 1.4 converter side by side, and could not see anything out of place...
when i mount the 1.4 on lens, i can open the lens aperture while moving the pin, it seems to jamb on something when using 1.7....
