Without a doubt I'd say that the best landscape astrophotography for a beginner is the Samyang 14mm f/2.8, you can do 35s exposures and you can buy it new from Amazon for around £300!!
Hi, also take a look at the IRIX 15mm f2.4 lens, new on the market last year but its a nice lens, I've got one and can't complain but I'm not into astro.
Keep your eyes open on second hand dealers' websites for the Tamron 14mm f/2.8. More regular distortion than the Samyang (simple barrel distortion rather than the more complex moustache that the Samyang introduces) and fully automatic aperture control.
