I will apologisein advance for asking a dumb question but PP is not my favourite topic. I have switched to Olympus (OMD EM1 mk III) and do not seem to be able to open the files in Photoshop Elements 2018. I have tried updating ACR but still no luck. I am having to convert them to TIFFs and then edit which is a PITA. Can anyone help me please, I am probably doing something basic wrong.

I surmise that the ACR (Adobe Camera Raw) in PS Elements 2018 won't open such a more recent cameras raw files.

It is the way of the PP software world:(

AFAIK the Adobe DNG convertor is able the convert the .off to .dng and thus openable by PSE 2018.

E-M1 iii needs ACR version 12.2 to open orf files which I believe is included with PSE 2021

Or you can download the free OM Systems "OM Workspace" software which will facilitate some PP and format conversion
