Have recently acquired a Microsoft Office 365 subscription, as much for the 1 TB of cloud storage as much as for the Office applications.

My question is, if I save my photos to the C:\Users\peter\OneDrive\Pictures folder I know Onedrive automatically uploads my photos to the cloud.

But do I also have a local copy of my photos on my C: drive too?

Any help/advice much appreciated.

Yes.
Anything in that folder gets synched to the cloud so you have 2 copies.

In terms of thinking of it as a backup though, remember that any corruptions, deletions, or other issues that crop up on your local drive will get copied across to the cloud.
Personally - I find it handy to access the same files from multiple different locations/computers/devices. I don't see it as a backup.

Thank you Ian, I also save my piccies to a WD Mycloud NAS, just thought OneDrive to be belt and braces.
