Looks like motion blur, the background and foreground are both sharp, so its not OOF, you need to pan the camera along to capture the vehicle sharp and background blurred.
Or use a much faster Shutter.

At a speed of 40mph it would have moved about three inches across the shot in the 1/200 exposure, more than enough to make it blurred. Either 1/1000 or pan the shot.

Yeah, you're going to have to shoot a lot faster than that to freeze a moving car. Thankfully fast shutter speeds are easy to do in broad daylight, so next time you should have no issue getting the shot you want.

Would be better to just pan the shot instead, so the fire engine is sharp and the background blurred IMO. Even better to drop the shutter speed even slower if you get your panning skills up to scratch.

Then you get a sense of movement (from the background, but you also see the rotation of the wheels).

Freezing it with a fast shutter speed, you might just as well have photographed it stationary.

edit: e.g. As it happens, this was also at 1/200.

Were you drunk?... I've seen you pan better than that at Brands with things moving 3 times faster!:p

Planning to be there, and still wearing the boy. See you there. Planning to try and hire a monster lens this time though. If I do and you spot me you're welcome to a go! :)

I took this a few years ago now 1/1000 f4. light was very harsh.
Had I known better I'd have stopped down a long way and slowed the shutter - I think it'd have worked to give more blurr but these things do shift some! :D
