I can't say for sure, but I can say that I've personally loaded a bulk-rolled film that had 41 full exposures, plus the leader and the waste frames at the end. I would say you'll probably be ok.
Even if it doesn't quite fit, the last couple of frames worth of film will be waste frames that were exposed to light when you attached it to the cassette in the bulk loader, so you could always cut that bit off in the darkroom / changing bag as long as it's not too long and not lose any pictures.
Even if you do leave any extra attached, it probably won't cause an issue because, even if it touches the film already on the spiral it will be the film base side, not the emulsion, so shouldn't affect development.
