Somewhere in my negatives, I have a shot of a pair of helmetless Greek 'bike cops giving a moped rider a ticket - for not wearing a helmet! It wasn't unusual to see a group of 20+ scooters/mopeds/bikes waiting around a corner because there was a helmet check and someone was flagging down others to stop them getting tickets.
